This (your) version has incorrect syntax:
deb http://cran.us.r-project.org/bin/linux/ubuntu/ quantal
This works:
deb http://cran.us.r-project.org/bin/linux/ubuntu/ quantal/
^
You need a trailing "/", as per the instructions on CRAN.
