Actually I tried building proj-4.6.1 from source after my attempt with yum failed to get rgdal going but that wasn't sufficient to pull in everything needed it seems.
Can you give me a link to the proj-epsg source so I can try that? Googling for proj-epsg did not give me an obvious hit. Thanks (and to Laura).
