This wrapper for write*Shape() functions was introduced in June 2008, so
"new" isn't the word I'd use. The current version of maptools is 0.7-26.
Using update.packages() frequently does ensure that you pick up bug fixes
and package enhancements as they are released.

Yes, see ContourLines2SLDF() in the maptools package. Then your choice of
writeOGR() in rgdal or writeSpatialShape() in maptools.

Regretably, the increasing volume of the main R lists, and the growth in the
number of CRAN packages has led to this facility being withdrawn. An
