None of those. The bug is in R.app, a separate project (with a separate group of maintainers). 'htmlhelp' was deprecated in 2.10.0, so it seems no one reported this for well over a year.

In R.app, look at the data.manager() function, and fix() it to use help_type="HTML".

Hopefully the R.app maintainers will fix the sources ....

It's a bit inconvenient to find the
data sets. The error message is as below:

Error in help(dt[i], package = pkg[i], htmlhelp = TRUE) :
 unused argument(s) (htmlhelp = TRUE)
In addition: Warning messages:
1: In data(package = .packages(all.available = TRUE)) :
 datasets have been moved from package 'base' to package 'datasets'
2: In data(package = .packages(all.available = TRUE)) :
 datasets have been moved from package 'stats' to package 'datasets'
