What part of the statement do you deem incorrect? The above statement says that 
the current R is not available for old OS X in binary form (which is true, the 
builds of current R only support 10.5+) and that you will have to use the old R 
2.10.1 binary on OS X 10.4+ (which I hope is still true - it was tested at the 
time), otherwise you'll have to compile it form sources (which may or may not 
work, we can't tell, admittedly, since we have no such systems to test). All 
that is true as far as I can tell...
