I think Simon Urbanek wrote that, and he is offline for a couple of
weeks.  You might be lucky and still be able to get a copy from here,
though:

It is probably worse that that: a lot of the contents of r.research.att.com got lost and in some cases Simon does not have copies. I've put my copy of the .dmg at http://www.stats.ox.ac.uk/pub/R/: there are a couple of other files there which were recently missing from r.research.att.com.
