vignettes are installed along with packages (if they exist) as they
are part of the package. I'm not sure where you are missing the
vignette, but I get:

[...]
Vignettes in package ‘gsubfn’:
gsubfn gsubfn: Utilities for Strings and for Function
Arguments. (source, pdf)
[...]
(and it is also available via Help->Vignettes)
