I found it.  Take a look at "Lester Young and the Jupiter's Moons'  
Blues" by Gord Sellar  in the July Asimov's.
Ian MacLeod's "The Hob Carpet" in the June Asimov's is worth  
considering as well.

I found myself skipping chunks of The Gambler when I read it. I'm a  
Bacigalupi addict, but that wasn't one of my favorites. I like the  
other one he had about the water utility manager better.

If I could, I'd nominate Greg Egan's "Glory" for this year again.
