I suspect it may be a bit late.  Program committees vary in what kind  of 
panels they want, but usually they're in place by now at such a big  con.

Here's another question to go with the former:   not having done a
WSFCon, I don't know how the panels are, but should we  RSpec-ers be
volunteering to participate?  Is that something that  actually happens,
is it worth doing, etc.?  They have a participant  form at:
