Federation allows multiple independently managed brokers to form
networks so that a message published to any broker can be addressed,
routed and delivered to a consumer on another broker.

In XMPP federation lets me chat with you even if we are connected to
two different Jabber servers, because all public JIDs form a network.

You are talking about something simpler: relaying everything from one
broker to the next, regardless of context.
