This requirement is not part of the Administrative Simplification Compliance
Act. Each BCBS or Medicaid agency will be making its own decisions in this
regard.

I can certainly envision the payers requiring their network providers to
submit all claims according to the HIPAA standards as part of their provider
contracting.

In the extension rule, it states that Medicare will no longer be accepting
paper claims once HIPAA is implemented. Unless there are special
circumstances, or no means, etc. Is this same type of rule going to be
applied to the Blue Cross/Blue Shields, or Medicaids?
