If this legislation ever gets to become law, then we'll see something --
perhaps -- happen.  This is not unlike the several pieces of legislation
introduced into both houses during the early-to-mid 1990s for administrative
simplification. Ultimately, the admin simp was tacked onto HIPAA since
health insurance portability and fraud and abuse were such a hot issues and
it was felt, correctly, that HIPAA would be adopted with the admin simp
requirements tacked onto it. As stand-alone legislation, admin simp went no
where.
