If you start up Racket.exe from the command-line and paste in these two forms at the prompt:
(require racket/gui/base) (send (new frame% [label ""]) show #t) does the resulting window obey the commands? If it doesn't, that means there is some low-level connection that's not happening properly. If it does, that means that probably DrRacket is itself rejecting the requests, possibly because they were asking to make the window too small or something like that?
