I am from Tsinghua University Open Source Mirror [1]. We have recently received some requests for setting up a mirror for Racket installers. However, as the upstream [2] does not provide rsync support, we have to synchronize from one of your mirrors at UWaterloo [3]. We have currently finished the initial synchronization and begin to serve it at [4]. We hope to be listed on the official mirror list on download.racket-lang.org. Besides, we would like to request rsync protocol directly from the upstream, so that we could keep up with the latest updates (currently we do not have version 7.6 because UWaterloo doesn't).
