[racket] Rackonsole

"Rackonsole" sounds like a curse in a foreign language, but it is 
actually a lightweight operator console that's easy to add to your 
Racket server processes.

If you are very brave, you can run a demo with this shell command from a 
terminal emulator window (like in an "xterm" on Unix-y computers):

racket -W none -p neil/rackonsole/demo
