Yeah -- it should discard the newline after a (block of) definition(s) -- perhaps you had other forms as Matthew showed later. Also, the line-comment thing in scribble consumes everything upto and including the newline, so it's the same as `%' in tex and `dnl' in m4, except that it is a syntactic comment in scribble -- so it's not a "command" in the m4 sense (or an active character or whatever tex calls it). The upshot of that is that you can't "redefine" it to do something else.
