This feels like a browser compatibility issue, but it happens for me with both Safari and Firefix on OS X: I load
pkg.racket-lang.org and log in. I then see an "upload" link in the upper right corner of the page. When I click on it, nothing appears to happen, until I scroll down to the bottom of the page, where I see that a new package with no name has been created, that I'm unable to edit. If I click the upload link six or seven more times, I get six or seven more blank packages. They all disappear when I reload the page. It's therefore apparently impossible to create a package.
