It's not quite a step-by-step blog post guide, but the latter half of Sam's e-mail here explains how to link to a TR checkout: http://lists.racket-lang.org/dev/archive/2014-December/014903.html (just replace "rackunit" there with "typed-racket") To contribute pull requests, you will want to add a remote for your TR checkout that points to your fork of TR, e.g., git remote add github g...@github.com:<user>/typed-racket.git and then push to the "github" remote.
