If you are referring to include-template from web-server/templates,
that is incorrect. The include-template function just embeds a file
written in the @-syntax starting from literal mode. So its result is
normally a string, but the file can use the @ syntax to escape back
into the parent language and write any program.

The documentation contains examples of programs inside the template:

http://docs.racket-lang.org/web-server/templates.html?q=include-template#%28form._%28%28lib._web-server%2Ftemplates..rkt%29._include-template%29%29

What exactly are you trying to do and what is the problem?
