That's odd... cgi worked, but fcgi wouldn't until I called that  
command.  Perhaps it was simply a fcgi restart-lag-thing (I had to  
kill -9 the dispatch.fcgi to get it to exit; then it wouldn't  
restart.)  Sorry for the mis-information.  :)
