I am simply planning to use a <content part="keywords"> tag to insert the
keywords into the meta tag for each page.

You probably shouldn't use keyword defaults because each page is
individually analyzed.  I think you are better off have no keywords than the
wrong ones.  Obtaining keywords from a parent would simply lower your page
rating if those keywords were not supported by that page's content.
However, that being said, defaults could be easily set by the use of the
inherit="true" parameter on the content tag.
