Joel, Where is your server hosted? Is it an actual server or just a spare box?
I would recommend upgrading to OS X 10.4. You'll also need to install Ruby 1.8.6, as the one that ships with OS X is broken. By far the best article available is on Hivelogic (http://hivelogic.com/ narrative/articles/ruby-rails-mongrel-mysql-osx). Follow those directions and you will be good to go.
