What you're missing is "do it all with CSS".
Go google for things like "Suckerfish menu" done entirely in CSS.
I did this for one client - very nice it was.
Just as you describe.
They decided they didn't want it after all :-(
It uses three levels of nested <ul> ... </ul> and the menu items are
each <li>...</li>
