I have a layout template which has in the <head> code that optionally brings in a page part named "head". So, write a layout like that and use it for that page and have a page part named 'head' which contains <meta HTTP-EQUIV="REFRESH" content="0; url=http://www.yourdomain.com/index.html";> Well that was my solution when I had to do this last year.
