Hello Mustofa -
You also have a problem in your configuration file, with a mix of <Realm> and
<Handler …> clauses.
As you can see in the debug log, the <Realm> clause is always being called,
which is the default behaviour.
Because the <Realm> clause is always called, the <Handler …> clauses are never
called.
This is why you should never mix <Realm> and <Handler ….> clauses.
You should do something like this instead:

<AuthBy SQL>
Identifier SQL-auth

</AuthBy>
<AuthBy SQL>
Identifier SQL-acct

</AuthBy>
