I would be inclined to check you have at the least parity checking
if not ECC enabled in the BIOS. If you don't have parity RAM then
try swapping the dimms. If you do find any memory problems you should
recompile anything you have built yourself on the box. 

Although the time might be random there might be other factors,
possibly server load, memory use, scsi or network i/o. Even if other
software performs on the same machine without problem that doesn't 
necessarily mean anything since Radiator+perl+DBI+DBD+MySQL might be 
doing something that is failing that other software doesn't do.

Is it simply the radiusd or mysql process hanging or the whole 
machine? If the latter that points quite strongly to something either
hardware or driver related.
