There is a section in the Radiator docs which talks about
assigning a pool of IP addresses. It's in section 6.4.7
titled FramedGroupBaseAddress. I believe there is even
an example config for both the radius.cfg and the users file.
You may want to scope it out and see if it meets your needs.
(I've never used it myself so I don't know how it works per se).
