Yes. There are several ways to do this.

1. Use MaxSessions in your Realms or Handlers.

2. Use Simultaneous-Use check items for your users.

3. Use DefaultSimultaneousUse in your AuthBy's.

Note that to enforce strict checking you will need to configure NasType in your
Clients and set up a SessionDatabase too. And don't forget to configure the
Nas's themselves to respond to SNMP or whatever you select with your NasType's.
