Yes this is quite simple to do:

# Configuration to use both LDAP and FILE

<AuthBy LDAP2>
        Identifier LDAPquery
        Host ...
        AuthDN ...
        AuthPassword ...
        ...
</AuthBy>

<Handler ...>
        <AuthBy FILE>
                Filename ....
        </AuthBy>
</Handler>

# Users file contains Auth-Type = LDAPquery for authentication

fred    Auth-Type = LDAPquery, ...
        Service-Type = Framed-User,
        Framed-Protocol = PPP,
        Framed-IP-Address = ...,
        Framed-IP-Netmask = ...,
        ...

sally   Auth-Type = LDAPquery, ...
        .....
