Your configuration file indicates that you have set debugging to Trace 4 and
LogDir to /usr/local/radius/log. You should therefore find a file called
"logfile" in that directory and there you will find all of the debug output
from Radiator.
How are you using restartWrapper? What is the command that is being run? And
what else happens on the machine when this occurs?
