You will need an AuthBy RADIUS clause in your configuration file:
<Handler ...>
<AuthBy RADIUS>
Host ....
Secret ....
AuthPort ....
AcctPort ....
....
</AuthBy>
</Handler>
You will also have to define this machine as a client on the remote system and
configure the same shared secret.
The usual things that are wrong are the shared secret and/or the
radius port numbers. You can see what is happening by setting debug trace 4 and
checking the logfile (or the console output if run interactively). If you could
send me both your configuration file (no secrets) and the trace output, I will
have a look.
