Simultaneous-Use is a check item, not a reply item as you have it defined
above. You need something like:

xxxxx              Password = "yyyyyyyyy", Simultaneous-Use = "2"
              Service-Type = "Framed-User",
              Framed-Protocol = "PPP",
              Framed-Routing = "Broadcast-Listen",
              Framed-IP-Address = "203.24.135.251",
              Framed-IP-Netmask = "255.255.255.255",
              Idle-Timeout = "270400",
              Session-Timeout = "1814400"
