This is not normal behaviour - the radiusd process should stay running and
whatever method you use to start radiusd should wait for the process to exit
before starting another copy. What happens when you start radiusd by hand? Does
it operate correctly? What method are you using to start radiusd? Do you have
Foreground set in the configuration file? What does your configuration file
look like? and what does the log file show?
If worst comes to worse I'll log in and take a look.
