There is a patch for this in the Radiator 2.14.1 patches area:

26/9/99 New version of radiusd that does not bind an auth port if you
undefine AuthPort or specify -auth_port "" on the command line. Similar
for accounting ports. Download a new radiusd from here.
In the configuration file do this (no value following the keyword):
AuthPort
or
AcctPort
