You don't say how you want to authenticate your users, but you will want to
define Simultaneous-Use check attributes for your users. You can do this either
for every user on your system, or you can set a default for the majority of
cases, with individual checks for those users who have different requirements.
Something like this:
<Realm ....>
<AuthBy ....>
DefaultSimultaneousUse 1
....
</AuthBy>
</Realm>
If you were using a users file, for example, those users with more than one
login would look like this:
someuser Simultaneous-Use = 2, Password = xxxx
.....
otheruser Password = yyyy
.....
.....
