Yes its true, but we are loath to change it because it will break all existing
SessionDatabases in both DBM and SQL. We are looking at adding a simpler fix  
for Radiator 2.15.

This configuration will do nothing - 

NoForwardAuthentication + NoForwardAccounting = do nothing

I don't quite understand the problem....
