I am not exactly sure what you are trying to acheive here - do you want some
users to get on without a password check? Or do you want to specify the
users in the users file without passwords, then do an Auth-Type = System for
all of them later?
Either way is possible - let me know which you want to do.

You need to specify these parameters like this:
# specify DbDir to be expanded later by %D
DbDir /usr/local/etc/raddb (or whatever...)
# specify LogDir to be expanded later by %L
LogDir /var/log/radiator (or whatever ....)
