Radiator will only query the NAS when it absolutely needs to - that is when it
already has the allowable number of sessions for a user and that user wants to
log in again. In this case, Radiator will only check the entries in the session
database for that specific user. Radiator will never query every NAS.

The state in a SessionDatabase is maintained across Radiator restarts, so this
shouldn't be a problem.
