(RADIATOR) Adding an AV pair with AddToRequest

Hi,

If I add a string AV pair to a request packet with AddToRequest, do I need
to put quotes around the string?

e.g.

<AuthBy RADIUS>
        AddToRequest    NAS-Identifier=foo bar baz
        # or
        AddToRequest    NAS-Identifier="foo bar baz"
</AuthBy RADIUS>
