The value is in seconds (this is from the dictionary).

ATTRIBUTE       Idle-Timeout            28      integer 

And the RFC defines Idle-Timeout in seconds. Have a look at section 5.28 in the
file "doc/rfc2138" in the Radiator 2.15 distribution.
