Well you di put those characters in tr's delete list, so I suppose it would
delete them. :) At any rate, it would be much more efficient to do it with
s/// instead:
RewriteUsername tr/[A-Z]/[a-z]/
RewriteUsername s/[^0-9_-]+//g
