Ahhh - OK. The AuthBy FILE clause will initially read the users file when it is
initialised during startup. The StartupHook is called after all modules are
initialised, just before the main event loop is entered.

Have a look at section 19 in the Radiator 2.16.1 reference manual, and if you
are interested have a read of "radiusd" itself to see what happens when.
