You have asked quite a few questions above, most of which are answered either
in the reference manual, or in the FAQ, or in the example configuration files
in the distribution ("goodies" directory). Please have a look through the
documentation and then look at the example configuration files to get an idea
of how to do the things you want to do. There is also a very comprehensive and
heavily documented configuration file in the main distribution directory
("radius.cfg"), as well as an example users file ("users").
The standard dictionary file in the main distribution directory ("dictionary")
is a compendium of most of the standard and vendor-specific attributes and
should be suitable for most applications.
BTW - we do offer contract consulting and installation services if required.
