Yes this is very easy to do - here is one way:

<AuthBy LDAP2>
        Identifier Check_LDAP
        .....
</AuthBy>

<AuthBy SQL>
        Identifier SQLAccounting
        ......
</AuthBy>

<Handler Request-Type = Accounting-Request>
        AuthBy SQLAccounting
</Handler>

<Handler>
        AuthBy Check_LDAP
</Handler>
