The "Time=..." check item must appear on the first line of a user definition,
and the subsequent "Session-Timeout=..." is a reply item. All check items must
appear on the first line with the username (seperated by commas), and the reply
items appear on the second and following lines with white-space at the
beginning of the line (seperated by commas).
This is how it should look:
username Time="Wk0900-1900", Encrypted-Password="blahblah"
Session-Timeout="until Time",
Service-Type=Framed-User,
...
...
Note that Session-Timeout="until Time" is supported in versions of after
Radiator 2.16.
