In this case you should do something like this:
<Handler Realm = x.x.x>
....
</Handler>
<Handler Realm = y.y.y>
.....
</Handler>
.......
<Handler Called-Station-Id = nnnnnnn>
......
</Handler>
<Handler Called-Station-Id = mmmmmm>
......
</Handler>
......
