Radiator can certainly do what you need. You simply have to set up 
different Handlers for authentication and accounting. Something like 
this:

<AuthBy RADMIN>
        Identifier SQLAccountingOnly
        DBSource ....
        DBUsername ....
        DBAuth ....
        AuthSelect
        AccountingTable .....
        AcctColumnDef ....
        .....
</AuthBy>

<AuthBy RADMIN>
        Identifier SQLAuthenticationOnly
        DBSource ....
        DBUsername ....
        DBAuth ....
        AuthSelect select .....
        AuthColumnDef ....
        ....
</AuthBy>

<Handler Request-Type = Accounting-Request>
        AuthBy SQLAccountingOnly
</Handler>

<Handler>
        AuthBy SQLAuthenticationOnly
</Handler>
