A RADIUS server may or may not be configured as a PROXY, as required in your
environment. If so, then yes the RADIUS server is the forwarding server.

The NAS sends its requests to the RADIUS proxy, the proxy forwards to the
remote, the remote replies to the proxy, and the proxy replies to the NAS.
I encourage you to read the RFC's (2865 and 2866).
