I've never seen Radmin, but this is the profile we use for our l2tp tunnels.
Be careful as Cisco are very picky with the sintax:
cisco-avpair vpdn:ip-addresses=***.***.***.***
cisco-avpair vpdn:tunnel-id=TUNNEL-ID
cisco-avpair vpdn:tunnel-type=l2tp
cisco-avpair vpdn:l2tp-tunnel-password=PASSWORD
