W2K has some strangeness with sockets. First of all you will have to
find out whether there is another process using the specified port
number, and if there is terminate it (and make sure it doesn't start
up again). Secondly, W2K seems to take a *long* time to release a
socket after a process has terminated. You may find that you have to
reboot the system to clear it.
